Congress purchased a 5 acre tract of land in the North Point section of Cambridge, Massachusetts. The site was an underutilized industrial area of warehouses and rail yards. At the time, Museum Towers was the first new high-rise apartment complex to be constructed in the Boston metropolitan area for over 10 years. The two tower project included 435 residential apartments plus a 490 car parking garage. It was sold in 1999 for one of the highest per unit prices for a rental property at that time.
