    Dean Stratouly co-founded Congress Group nearly 35 years ago, building it into one of the area’s leading commercial real estate investment and development firms. Alongside a solid wealth of knowledge and expertise with a proven commitment to creating value, Mr. Stratouly collaborates with his investment partners on complex high quality office, mixed-use, and multi-family developments to maximize return and realize a property’s highest and best use.

    Mr. Stratouly spearheads the company’s investment strategy, deal generation, institutional relationships and long-term strategic planning. He actively oversees every company transaction with hands-on energy and focus.

    A graduate of Worcester Polytechnic Institute with a Bachelor of Science in Civil Engineering, and from Central Michigan State University with a Master of Business Management, Mr. Stratouly resides with his family in Boston. Leadership positions include:

    • Massachusetts Convention Authority, Former Board Vice Chairman and Development Committee Chair. Responsible for overseeing the development and construction of the 2.1 million square foot Boston Convention & Exhibition Center.

  • Paula S. Phillips

    Paula S. Phillips

    Senior Vice President/Director of Operations |

    Ms. Phillips is responsible for daily management and operations of The Congress Group’s real estate portfolio. She leads in the positioning of assets from the development phase through stabilization and also oversees the marketing, sales and ultimate disposition of all company assets. Ms. Phillips also manages the property management staff and the accounting staff in determining and reporting the financial performance of company properties. Prior to joining The Congress Group, Ms. Phillips founded and managed her own real estate consulting firm where she provided a full range of real estate advisory services including analysis, operation reviews, and asset management. She also served as Senior Vice President and Director of Property/ Asset Management for Boston-based Meredith & Grew, was Chief Operating Officer for a New York-based, $300 million real estate bond portfolio, and held that same position for an affiliate of a publicly traded master limited partnership valued at over $600 million. Ms. Phillips earned a Bachelor of Science in Mechanical Engineering from Worcester Polytechnic Institute and a Master of Science in Finance from Texas A&M University.

    Vincent A. Chiozzi

    Senior Vice President/Director of Development and Construction

    Mr. Chiozzi is responsible for cost feasibility analysis and manages the company’s development and construction project teams. He brings over 30 years of experience to his role of overseeing the design, development and construction management of major real estate projects, including office, residential and hotel. Mr. Chiozzi supervises individual project managers assigned to each asset and is responsible for negotiating agreements with general contractors/sub-contractors and overseeing their performance. Prior to joining The Congress Group, Mr. Chiozzi was Vice President of Morse/Diesel, Inc., an internationally known construction management/consulting firm. There he was responsible for the successful construction of numerous high-profile projects throughout the Boston area including One Financial Center, One Memorial Drive, Riverview, and the Ritz Carlton Hotel and Condominiums in Boston’s Back Bay. Mr. Chiozzi earned a Bachelor of Science in Civil Engineering from the University of Massachusetts and a Master of Business Administration from Northeastern University.
